AGOR Industry Day Recap

Joe Carnevale and Ian Bennitt attended the AGOR Industry Day on today.  This two ship program will be run out of PMS325.  The PM, Bilyana Anderson, was in Egypt and could not attend.  Her Deputy PM, Frank McCarthy, was there.  The presentations were given by Chris MacDonald, APM for AGOR, and Joe Mackes, the Ship Design Manager.

This will be a two phase program.  Phase I is for preliminary designs and Phase II is for detailed design and construction.  Both phases will be firm fixed price.  The current plan is to make awards for Phase I with Phase II as an option.  They expect to provide $1.5M to two or more offerors for Phase I.  The single winning offeror from Phase I will have their Phase II options execised.

RFP out:  Mid October.
Phase I awards:  Q2 FY09
Phase II award, 1st ship:  Q2 FY11
Phase II award, 2nd ship:  Q2 FY12
Delivery, 1st ship:  Q2 FY14
Delivery, 2nd ship:  Q4 FY14
 
ROM pricing will be a required deliverable of Phase I.  They are currently thinking they will have quarterly design reviews in Phase I but want industry input.  The only design milestone will be a Design Maturity Assessment in Phase I.  Model testing must be done in time to support the DMA.  They want industry input on how long it will take to get from award through model testing.  They have up to 18 months for Phase I.  There will be two required subcontractors, selected by the offerors, that must participate in Phase I and II and will be evaluated:
1.  Single System Vendor for propulsion, electrical and controls integration.
2.  Noise Control Consultant responsible for all the noise aspects.
 
ABS will be a required subcontractor for Phase II.  Seakeeping modeling will be a Phase II requirement.
 
There will be a Phase II for the installation and integration of the Science Mission Systems but that will be a separate contract.
 
They briefed 12 major requirements in order of priority.  The top three are:
1.  Dynamic positioning capability
2.  Working deck capacity
3.  Single staterooms for all
 
They have not decided yet if there will be trade space.  I suspect there will have to be.  The current draft spec calls for double staterooms but a top priority is a single stateroom for all.  Clearly they must resolve the trade space issue in order to establish the evaluation criteria and publish them in the solicitation.
 
ONR will own the ships and will select a UNOLS operator in time for Phase I.  The UNOLS operator will also have an on site rep during construction.
